Three factors that Alan should consider when determining whether or not to offer benefits to part-time workers are: (1). Alan must consider how these benefits will be set up and administered in the system, and will separate codes/benefit plans to be set up for part-time workers and benefits. According to (Martocchio, 2013), companies decide whether to extend benefits coverage to full-time and part-time employees only. The trend is toward offering no benefits to part-time employees?. However, according (Chang & Chelladurai, 2003), another reason for the growth in the number of part-time workers is that organization by choice prefer to hire part-time employees in order to reduce labor cost. (2). Will special training be involved for employees, managers, payroll department, etc? According to (Nelen & de Grip, 2009), part-time workers have different determnants for formal training and informal learning from full-time workers. Several studies have found that part-time workers invest less in formal training than full-time workers. This is an important finding because continous upgrading of workers' skills is often assumed to be necessary to keep up with competitors. Alan knows that they need to offer all benefits to both full-time and part-time workers in order to be competitive with other CPA firms, but knows the costs to do so wil be significant. According to (Rotchford & Roberts, 1982), part-timers receive very little or no training. In cases in which part-time employees do receive the same pay and benefits (prorated) as full-time employees, exclusion from training and promotional opportunities effectively lowers their future earning potential.
