Though Lake Monoun was smaller than Lake Nyos, and the cloud did not travel nearly as far, it still caused all of the 37 people living within the village of Lake Monoun to die.

Car accident rates would increase and many lives would be lost, or effected. Enforcing this law will, too some extent, force people to put their full attention on the road.
