• When Adams became president, the dispute with France carried over. The French looked at Jay’s Treaty as an American attempt to help the British in the war with France. To punish the U.S., the French took American ships that carried cargo to Brittan. During the fall of 1797, Adams sent a delegation to France with the hopes to end the dispute. The French foreign master wouldn’t meet with the Americans and instead demanded a bribe and loan from the Americans.
At this point in time however, France and Britain are enemies, so in retaliation, France started seizing American ships. Two months into his presidency, Adams called a special session of Congress to discuss what should be done about the French’s ongoing actions. Just like Washington did, Adams met with his advisors prior to meeting with Congress, to discuss their potential course of action, and then informed Congress of his plans to negotiate with France by sending three American diplomats over to France to negotiate. However, when the diplomat’s arrived in France, they were told that they would only be able to initiate negotiation with the French Foreign Minister in exchange for a bribe. The diplomat’s took this attempt at bribery offensively, and the diplomat’s left France before any formal negotiations took place.
During the times of the Pacificus Helvidius debate, France is going through a revolution. King Louis and Marie Antoinette have both been beheaded. France has a completely new government and declares war on the monarchy of Great Britain. France helped America during our revolution to help us gain independence from Great Britain, without France’s help we wouldn’t have become a free nation. After the revolution, a treaty is put into place, Treaty of Alliance put into place in 1778.

Introduction During the American Revolution and in the years leading up to the war, thousands of colonists in the royal colonies fought back against the injustice of Great Britain, this eventually led to the fight for independence. From the beginning of the war, the colonists looked at the French for assistance and the French did secretly help the colonists by sending hundreds of thousands of guns, ammos, and clothing for the soldiers. Madison made a great decision on June 1, 1812, when he asked Congress to approve a declaration of war against the British.
With the help of France, the Americans finally won their independence from Great Britain. In a picture, it shows the American Revolution when “France sent an estimated 12,000 soldiers and 32,000 sailors to the American war effort” (Document 4). By participating in the American Revolution, France was impacted by Enlightenment ideas because it illustrated how the men in America had much better rights and were treated fairly. In addition, the Revolution was possibly started by just 1 signed piece of paper. This Proclamation of Neutrality declared the United States as neutral and unattached to any foreign affairs composing between France and Britain. The nation heard the two presidential candidates’ debate the topic frequently during the Presidential debates. The deficit spending is part of what makes up the United States national debt. John Keynes supported the idea of deficit spending during a recession time in our nation. Herbert Hoover was openly against a deficit because it would collapse what our nation was founded on.
The federal debt is the sum of the debt held by the public. This money borrowed from regular people like you and you and other from foreign. Federal debt is the amount of all past shortages, minus the amount the federal government has since repaid.
This is flawed because in developed countries like the U.S., the government can spend however much monet they want in practicality. Trillions of dollars of debt doesn't stop America from dumping more trillions of dollars into unecessary places like the milatary, specifically in this case fighter jets.
