One aspect that all Legislative support agencies have in common is that each one is nonpartisan. Each agency serves a different purpose, but the basic principle behind all of them is to provide support and information to the Legislature in a nonpartisan and unbiased manner. The agencies that support the legislature include the Legislative Reference Bureau, Legislative Technology Services Bureau, Legislative Council, Legislative Fiscal Bureau, and the Legislative Audit Bureau. Each of these five bureaus serves a vital role in maintaining and supporting the State Legislature. This bureau is in charge of constituent database support, internet access, payroll and accounting, bill drafting, and demographic and geographic analysis among other things. The Enterprise Team at the Technology Services Bureau takes care of the technology network and server infrastructure at the Wisconsin Legislature. They make sure the Legislature has the necessary and proper hardware and software to maintain an up-to-date and functioning technological system. As with the other legislatives bureaus, the Fiscal Bureau is thouroughly bipartisan. The duties of this bureau include presenting the Legislature with any relevant fiscal information that may assist them in decision making, suggesting alternatives to both the state budget and state expenditures, and serving as staff to the Joint Committee on Finance. Additionally, they respond to any requests made by the Joint Committee or the standing Legislature regarding fiscal matters and complete fiscal analyses of state programs to aid the legislature in its decisions regarding these programs. The organization of the bureau is broken down into sections such as Education and Building Programs, Health Services and Insurance, Transportation and Property Tax Relief, and more.
