Wonthaggi desalination plant is considered one of the largest projects in Australia. The 3.5 billion dollars project is also known as Victorian desalination and has been constructed in the state of victoria at the Base coast near Wonthaggi town (Water Technology.net. n.d). The construction commenced in September 2009 after the acquisition of farmland where a buffer zone was created on the farm land. The production of the water from the desalination plant commenced in September 2012 (Water Technology.net. n.d). The water from the sea was flushed out and processed in the plant. The consortium companies were tasked with the responsibility of designing, financing and building the project. It was also their responsibility to manage, maintain and operate the plant for 30 years including the building period (ABC News 2015). It is quite clear that Victoria has experienced water shortages for the past ten years, due to low rainfall and higher temperatures. In order to facilitate and improve water supply to the residents of the Victoria, the government announced the project plan, which was intended to provide a long term solution to the water crisis. The campaign goals and objectives were aimed at ensuring that the government does not go ahead with authorization of public private partnership. This kind of partnership would have devastating effects on the common citizens (Davidson 2010). For instance, Margaret Rees (2010) claims that the government-Aquasure cover-up was aimed at ensuring that long term prices are charged for water along with conflict of interest involving some senior public servants.
