When Europe exploded into war in 1914, Woodrow Wilson had to decide what was best for the American people, he did not think that war caused a security problem on the American front. He decided the USA would be neutral. He has to decide what version of being neutral America is going to be. He starts with an ultra-neutrality thing-a-ma-bob, he trades with nobody. No imports, exports, and no loans to allied nations. This only occurs until 1915 because it threatens the American economy. Second, he trades with everyone, allied and axis.
