Their main focus is to provide different services to the 1.9 million American Indians in the United States currently.

The complexity of public policy problems also contributes to bureaucratic independence. A few factors are specialized units, delegated authority and discretionary authority. Specialized units are often assigned responsibility to create or oversee policy that deals with their specialized area(s).
