Thesis Statement
The United States (U.S) depends on critical infrastructure networks. There are physical networks, such as energy and transportation systems, along with cyber networks such as the internet or other webbed networks. (The National Strategy for Homeland Security, 2004. P. 8); The National Strategy for Maritime Security, September 2005. P. 13). The economic livelihood of the American people, as well as the global economy, are supported by the U.S critical infrastructure and its key resources (CIKR). Unfortunately, this same critical infrastructure can be leveraged for nefarious purposes—such as the events of September 11, 2002.
While the events of September 11, 2002 (9/11) is still painfully emotionalizing, the “acoustic attack” on the U.S Embassy employees in Cuba was another technological innovation that was leveraged for a nefarious purpose. In conjunction with the Whole Community stakeholders, the public safety Professionals must contribute and enhance the national risk profile to facilitate preparedness efforts against future “acoustic attack”. But most notably, with all the available capabilities, consequently, there was no American counter-measure response to the Havana “acoustic attack”.
