As a graduation requirement, starting School Year 2002-2003, tertiary students are required to complete one NSTP component. The National Service Training Program or NSTP is a two-semester program which intends to enhance the civic consciousness and defense preparedness in the youth. Students are free to choose among the three components of NSTP namely: Civic Welfare Training Service or CWTS, Literacy Training Service or LTS and the Reserve Officer Training Corps or ROTC. It tries to encourage the youth to become civic leaders and volunteers who would be willing to help in cases their services are needed. However, universities and colleges should encourage the students to take ROTC to develop their discipline and patriotism. Undergoing service training for college students, however, did not begin on 2002; it actually began during the government of President Manuel L. Quezon. The history of the NSTP started when Commonwealth Act No. 1 or also known as the “National Defense Act” was created. It made a big impact during World War II since the students that undertake military service contributed in defending the Philippines. Even before, the laws being signed and implemented intends to instill the ideals of patriotism, nationalism and involvement in the service of the nation among the youth. Being optional, students prefer taking the other two components rather than ROTC. What might be the reason why they decide to take CWTS and LTS and not ROTC?
