I believe that police should respond to actions by citizens that disrupt or cause disorder no matter if it’s peaceful “disorder”. As stated in the article “Florence Nightingale in pursuit of Willie Sutton: A theory of the Police” “…police are empowered and required to impose or, as the case may be, coerce a provisional solution upon emergent problems without having to brook or deter to opposition of any kind, and that further, their competence to intervene extends to every kind of emergency, without any exceptions whatever. This and this alone is what the existence of the police uniquely provides, and it is on this basis that they be required to do the work of thief-catchers and of nurses, depending on the occasion.”(Bittner, 1974). Police should respond to protestors to keep the peace between the protestors and the opposition. During times of protesting whether peaceful or not matters can always escalate it only takes one person to wreak havoc. Just having a police presence during these matters can maybe help discourage any further disruptive behavior. Other than telling the homeless nicely not to loiter in certain places. The police could suggest to the homeless that they should go to a homeless shelter where they can get some sleep and have a hot meal. The police could even offer the homeless a ride to homeless shelters if they don’t have pressing matters to deal with.
