The US census accounted for approximately 80% increase of the largest 10 year diverse population growth in history. The new laws and openness of gay and lesbian relationship in Florida have also brought new challenges to healthcare. Most of these community members are considered minority groups and are more vulnerable than majority population because they have a higher incidence of diabetes, asthma, hypertension and cancer among other health conditions. The causes of these inequalities seen have multiple factors such as socioeconomic status, lower level of education, jobs with high occupational hazards, and they reside in area with environmental hazards. Furthermore minorities are among the uninsured population, for example Latinos represent 13% of US populations, but 25% of those Americans are without health insurance (Betancourt 2003). Lack of health insurance on these populations takes a toll on their health because of less access to preventive care than among those with insurance. For example, higher rates of emergency department use, avoidable hospitalizations, and the inability to fill their prescriptions. Also due to lack of insurance physicians specialist refused referring consults, patient’s been referred to public hospitals or facilities after being diagnose with cancer for their care, and patients who need surgeries are often referred to out- patient’s centers for follow up. It is based on the principles of social justice and human rights. By focusing on social justice as one of the framework for cultural competence care, we are consistence with the right of every human being. Social justice is grounded in the belief that every individual is entitled to fair and equal opportunities for healthcare. Prompting cultural care within the social justice framework protect the dignity of all people. However, socioeconomic and environmental disadvantage produce injustices in accessing healthcare resulting in health inequalities. (Douglas, Rosenkoetter, Pacquiao, & Callister, 2014). Thus Madeline Leininger’s theory which emphasizes that nursing as a transcultural care discipline has a central purpose to serve human beings in all areas of the world and that when culturally based; nursing care is beneficial and healthy. She believes that in order to provide cultural care these three modes have to occur. The first is culture care preservation which include supportive and professional act that helps to retain or preserve culture. An example that this standard is met is when we provide meals for the patient’s based on their culture that is acceptable. The second mode is culture care accommodation or negotiation which represents ways to negotiate with or adapt to clients health and care pattern for a beneficial or satisfying health outcome
