According to the statistics, the United States has the highest percentage rate of those who are incarcerated than any other Western country or Russia and China. Criminal justice experts state that one may explain this by high crime rates, records of drug offender arrests and tough sentencing laws. The United States occupies the first place in incarceration, China occupies the second place and Russia is the third country in terms of the incarceration rate. The prison population is rising of inmate population is faster than release of prisoners. The capital punishment deters murders and statistics together with the common sense proves this. Firstly, one should say that people are afraid of death; therefore, fear of death can deter them from murdering or raping. Life imprisonment has less evident influence.
