Partisanship should not have an adversarial relationship but there should be unity in Congress when an administration resists oversight. Nor should a contentious relationship develop between the Oversight Committee and those being looked into. Government transparency is the first step in preventing the agencies from sweeping things under the rug or exchanging favors for overlooking transgressions. Checks and balances require unity of Congress when a committee issues a subpoena. Firstly, we will examine the requirements for registration of political parties under part XI of the CEA, the procedure for dealing with an application for registration when it is lodged with the Electoral Commission and the review of certain decisions under this part of the CEA. Shortly after when Adams won over Jackson as president, this all changed drastically. Opposing sides of the election became angered with their enemies and formed political parties, supporting one leader or the other.
