The Articles of Confederation Creating a written plan of government for the confederation took almost five years to create. Since the monarchy was gone there were questions being asked like where would sovereignty lie? Who would hold the power of taxation? The resulting plan of this which was the Articles of Confederation which was basically a document that defined the structure of the government under which the union was a confederation of equal states and it proved to be difficult because of how there were states disagreeing over boundaries of land. The Articles of Confederation had a side plan of a two step solution. The first step would be to have the congress request money to be paid, and second would be that each state legislature would then envy taxes. The only thing that kept delaying the articles was the absence of any plan for the land west of the thirteen states. The Confederation had other problems to like paying down the large war debt, creating peace with the indians, and lastly dealing with the western settlement. From 1784 to 1786 the congress struggled for a while with these three problems. This went on to make some of the leaders think that the Articles of Confederation were too weak and others believed that it was the best guarantee of liberty for people to get more together. One thing that did become a good out of all of this was Northwest Ordinance. The Northwest Ordinance was a land act that established a three stage process by which settlements would become states. For this to happen the congress would nominate officials to see who would take over the legal code and appoint magistrates. They protested because they were against tax collections and judgement for debts. They attacked and 4 rebels died and another 20 were wounded. A lot of them got put in prison, 2 of them were executed, and 16 were sentenced to hang. After this protest the Americans feared “ an excess of powers in the ruler's ” Since the Shay’s Rebellion happened it first caused the leaders of the country to worry about the confederation and their ability to handle civil disorder. Second it had provoked many people of the fear that with the Articles of Confederation it was allowing the government to lose power. With today’s government the Shay's Rebellion would never happen. The government we have today is so strong that there isn’t a need to rebel. They deal with taxation how it should have been dealt with back then. But then again the Articles of Confederation didn’t help with the Shay’s Rebellion either. Restating back to what was said above. There would have been no national executive which is like a president or ruler and a country can’t run very well without one.
