Sybil Birling and Gerald Croft are the worst offenders because they do and say things. It is undeniable that Sybil is the least guilty because she was angry that a lower class person used her family name while asking for help.
Gerald is the most guilty because he cheated on Sheila and lied to Eva Smith.

Sybil does not accept her guilt when turning Eva away for help. Sybil refuses to take any responsibility for the supposed death of Eva Smith. She is a strong believer that the father of her child is to take responsibility which the readers later learn is Eric; his brother. She doesn't feel guilty about refusing to give help to a pregnant woman.

It is simply evident that Gerald croft is the most guilty for Eva Smith’s death. Gerald broke off their relationship in early march.
