Richtel is suggesting how dangerous the use of these devices can actually be. Cellphone use can magnify the the potential hazards of being in a car to a great extent.
Further, Texas legislature have been trying to file a bill for smartphones being banned while driving. It is our responsibility as drivers to make sure that we are paying attention to the road at all times. Cell phones are a distraction and as a society it shouldn 't be allowed being used while driving because it causes unavoidable accidents. Representative Tom Craddick said “distracted driving is an epidemic in Texas and we must pass a law to address this life-threatening habit.” Texas is one of the only four states that doesn’t have a statewide law on cell phones and driving.
Although there would be negative consequences if texting while driving would be banned and you were to be caught, it is better than regretting and living with shame once a calamity were to occur because of your carelessness and stubborn self. It seems that for some reason people can not wait until they are done driving, to wherever it is they are headed, to check their phone. Yes, I understand that in some situations people will have an emergency where they have to look at their phone, but in a vast majority of instances this is not the case. There are a few things that could be implemented that could persuade people to resist the urge to check their phones while driving such as banning the use of cellular devices in vehicles all together, fixing vehicles so that they cannot emit WiFi anymore, also implementing a device in vehicles that could make the inside of a vehicle a dead zone. First of all banning the use of cell phones in vehicles could be a very tricky stunt to pull off.

Also, if the driver is in an argument with someone over the phone and it is really bothering them, they would have their mind on that and not the road.
