On June 8, 2010, eleven year old, Jorge Tarin, told a school counselor he was going to kill himself after school. Because he could not bear being hit by his father anymore. Jorge’s school sent him home due to the lack of power they possessed to keep him and the lack of knowledge on his family history. The same day a social worker and a police officer visited the Tarin family, the home was declared safe to keep a child in, without any real knowledge of the family. They left the home without knowing Jorge had previously spent fifteen months in foster care due to past abuse from his father, who no longer maintained rights to see or live in the same house as his child.
08/05/15 MSW made a re-visit with Pt and caregiver/friend. CG stated Darel from HEAP in Needles did not contact or make a visit to inspect the house, even after he told the MSW he would. Pt is stable now, prior to having a fall last week and being admitted to the hospital. CG is now back from a trip to Washington for family affairs. MSW spent an hour contacting the Community Action Partership of San Bernardino County, HEAP of Needles to get ahold of Darel and every weatherization agency in the county for assistance, but no one was answering their phones.
CCIB Intake received referral #0923-2901-5102-8047131 from reporting party (RP) Katie Hacker Sierra Child and Family Services staff member. According to the RP child Shawn Williams age 10, informed a group home staff member (name not provided) on the morning of 9/26/16 that during the night his roommate Arthur Hammett age12 had touched him in his "inappropriate parts." Shawn failed to provide any specifics regarding the incident and the RP didn 't question him due to his frequent fabrications as of late. To the RP knowledge, Arthur has not displayed this type behavior before, however Shawn has a history of sexualized behaviors which has been previously reported to CPS.

In regards to the Brent Small case, I personally believe that Mr. Smalls shouldn't be found guilty due to the lack of evidence. Although there was a witness who saw what happened, the evidence isn’t consistent with the case. The vehicle did match the description but the witness was unsure of the license plate and the damage to the vehicle isn’t significant to the crime committed. I don't believe that the evidence is strong enough to convict Mr. Smalls.
Unknown if the child has went out to steal with the parents. The reporter was threaten by the parents when informed the reporter would not keep the children any more due to Timothy stealing.
