Some people don 't want dog parks for the reasons of other dogs attacking their dogs or kids. But a lot of behavioral issues in dogs stem from the built up energy from lack of excersise and interaction with other animals or people. People also seek out places that are animal friendly when trying to move.

Dogs, especially young puppies, have a lot of energy they need to get out and require excersise. If they don 't get their energy out they can mess up the house or act out and get aggressive. A dog park would give them the chance to run around and be free for a little bit. People don 't like to be stuck in the house too long, I 'm sure dogs don 't either.
