Danger and limited outreach are further concerns, with the city holding the highest cyclist fatality and injury rate, and the lowest rate of children, women, and senior cyclers. New York has struggled in particular in the expansion of its bike share program as the Bike shares it naturally situated in the densest parts of the city are also typically the least bike safe areas.

There are many ways for the Bike Master Plan to improve. By focusing on integrating its biking system further into its existing transportation infrastructure (with bike racks and lock stations on busses and trains, and at stations), the city could dramatically. “expand the mass transit system. "3 This would provide residents and commuters with more options, but could be costly and time consuming to install and face disuse in areas.
The city could also begin instilling higher penalties for cars involved in fatal accidents or injuries with bicycles. This would support the plan’s aims of increasing bike ridership while fighting its issues with safety and serving an environmental benefit, encouraging more people to choose bikes over cars, to drive more safely when around the bike lanes, and provide
