Today’s society is littered with numerous stories of unethical behaviors of businesses in both the public and private sectors. The scandals have severely increased as the media and other amped up social media cites. These social media sites have slowly pushed the boundaries and have increased the information flow to be accessed from any stage. One of the main reasons for these ethical failures in the companies are reforms from the government. Government reforms have “triggered new collaborative ways of working such as outsourcing contracts, privatization, and the commercialization of public-private partnerships that constantly blur boundaries and contribute to the new shape of the government. The code will give detailed instructions of the responsibilities of the employees. Enforcement of the code of ethics should involve everyone, if something looks wrong it probably is. A well thought out compliance-based code of ethics will ensure that employees are complying with the laws and regulations of the state. Training is and essential in developing and insuring that everyone has been given an opportunity to get a better understanding of what is required from them. Various implementations such as videos, seminars, internet, and small group interactives are all useful in reinforcing ethical behavior. Positive reinforcement will produce compliance with the rules however, it must be realistic and strict punishments for any noncompliance. Everyone should be held accountable for their actions and if they fall out of bounds, the penalties should make an example to others whom are leading towards noncompliance. Another way of stating that is that the penalty should match the punishment.
