Innovative ways to fight came about during the Civil War. “On August 7, 1861, Gideon Welles, whom Lincoln had appointed secretary of the Navy in March 1861, advertised for proposals for ‘impregnable’ warships, related to the construction of “One or more ironclad steam vessels of war…” (Doc H). The North was using warships to help them gain a better advantage over the South in the war.
