C. has had escalating and unsafe behaviors including aggression toward her sister and mother. She is struggling with verbal aggression and does not follow cues given to her by the staff for example. C. is defiant and aggressive. C. has tried to kill herself after being molested by a family member. On several occasions, she attacked her mother and sister and police officers were called. Due to living in the home with her molester, her behaviors continued to escalate, including depression with self-harm, getting into fights with her older sister and mother. She stole an Iphone from school, but was not charged and had no involvement with the Juvenile Justice System. has a long history of neglect and abuse. When C. was one year old, her mom was convicted of abandon of child with intent to return and spent seven month in jail. At that time and throughout her life, C. has been left under the supervision of her older sister who is eleven years older than C. That same year, mom’s consumption of drugs on a regular basis posed a concern for her children’s safety as violence escalated. CPS noted that mom lacked control. Since then, mom has been in and out of jail in particular for assault on family member and possession. C’s dad has drug problem of his own. He is in and out of jail for concern such as drug possession, drug dealing and theft. Her sister and guardian has been qualified with neglectful supervision when C. was sexually abused by her sister’s husband in July 2016 at the age of 15. Her sister blamed C. Since then C. has tried to kill herself in November 2016 by taking 30-40 Benadryl pills after her sister allowed her husband, C.’s abuser, back in the home. C. had a seizure and was psychologically evaluated in a pediatric hospital before going to a psychiatric hospital. She completed a week program there. She was diagnosed with Bi-polar disorder and PTSD. C. made statements such as “I played them so good, I told them what they wanted to hear” so she could leave.
