On June 8, 2010, eleven year old, Jorge Tarin, told a school counselor he was going to kill himself after school. Because he could not bear being hit by his father anymore. Jorge’s school sent him home due to the lack of power they possessed to keep him and the lack of knowledge on his family history. The same day a social worker and a police officer visited the Tarin family, the home was declared safe to keep a child in, without any real knowledge of the family. They left the home without knowing Jorge had previously spent fifteen months in foster care due to past abuse from his father, who no longer maintained rights to see or live in the same house as his child.
This book raised awareness to authorities on the kind of treatment happening and proposed a change for foster institutions and homes to be monitored. The story began by Ms. Rita, Jennings’s mom, walking Jennings to an orphanage called Home of the Angels. My initial reactions after reading the first chapter was how a mother could just leave her kid with anybody. The book immediately gained my
“Casey Anthony had reported her two-year old Caylee missing on June 9, 2008, she later admits that she had not seen Caylee in over 30 days before filing the claim” (Casey Anthony Fast Facts). Upon receiving this news, the police arrest Casey on considerable suspicion of child neglect. The police begin to inspect Casey’s car where they find “traces of human decomposition and hair lying in her trunk” (Casey Anthony Fast Facts). August 5, 2008 is when Casey is officially charged with child neglect, but is soon released on a $500,000 bail.
Extent of Maltreatment: The household consist of Shaquana L. Wright 37, (maltreating caregiver/mother), Demecia Harris 4, (victim), and Annie Howard (Grandmother). Shaquana Wright, 37(maltreating caregiver), mother of Demecia does not reside in the home Annie Howard (maternal grandmother/caregiver) but frequently visits the home of to care for the child. The maltreatment addressed in this case is Substance Misuse and Environmental Hazards. The child in the home is functioning normally. Child is not exhibiting hunger issues or looking unkempt.
As innocent children, we grow up with intentions of being just like our mommies and daddies. We dream that one day, we can wear the same powerful red cape, that we watch our parents wear with courage and bravery on a daily basis. Sadly, not every child is fortunate enough to have superheroes as parents; some children have villains as their mothers and fathers. When the walls of naivety begin to fade away and reality comes into play, certain children have to face the harsh reality that what should be their number one supporter(s) is actually their number one offender. In A Child Called It by David Pelzer, Pelzer learns how to survive abuse from his mother, and isolation from his entire family.
Sadly, they were still too poor to afford formal child care and too wealthy to receive public assistance. Her mother had arrangements with a neighbor, which in turn led to Tina's traumatization. Tina was not neglected or mistreated by her mother, she was victimized because she lived in poverty and had no access to better resources. Although the Diane Downs case involved a murder many mothers have chosen their romantic interest over their children. Many women who choose to neglect their children for men usually live in poor conditions such as when a single mother can’t provide for her family she will find a man who can take care of business within the household, usually when single mothers find men to take care of their families the men tend to be abusive and sometimes sexual to children. A mother’s neglect and unwilling to put the needs of her children before her own can turn into a vicious cycle of abuse and substance abuse to forget what the last family line did to them in the past. A big problem in the system that they fail to see is abuse. Abuse can be done emotionally, sexually and physically also mistreatment and neglect, all done by these certified state caregivers. Liftingtheevil.org cites the "troubling statistics from one study, claiming that over 28% of the children in state care are abused while in the system"(2017). There are many stories of abuse, and the abuse comes from the foster parents. We expect the children to be placed in safe homes.

The Glass Castle, a memoir by Jeannette Walls, tells stories that Jeannette remembers as a normality. However, it truly opens the reader’s eyes to a new standard for parental neglect.
When working with children and young people, it is important that their safety and well-being is paramount. Each year in America alone, an estimate of two million children, ranging from infants to teenagers go through minor or major kinds of abuse which include neglect, physical, emotional, and sexual maltreatment. According to the National American Committee to Prevent Child Abuse, neglect represented 54% of confirmed cases of child abuse, physical abuse represented 22%, sexual abuse represented 8%, emotional maltreatment represented 4%, and other forms of maltreatment represented12%. Child Neglect- the negligent treatment or maltreatment of a child by a parent or by a caretaker under circumstances indicating harm or threatened harm to the child’s health or welfare. Child neglect is something different than actual abuse although some may argue it is some form of abuse, reported cases of neglect outnumbered those of physical abuse. There is that very fine line between actual neglect and poor parenting; it covers a wide range of activities, and there is no single set of factors established that clearly divides neglect and poor parenting if child neglect is detected everything must be viewed with caution. One of, if not the most important issue regarding child welfare is the role parents play in their children’s lives. A major issue facing the protection of children is lack of proper parenting education. According to research by the National Children’s Alliance “More than 3 million American children are investigated for child maltreatment each year. " The site also states that “Nearly 700,000 children are abused in the U.S annually" and even more alarming statics is that “In 2016, an estimated 1,750 children died from abuse and neglect in the United States.” A major part of this issue stems from parents who overwhelmed or are underprepared to be parents lacking the proper resources and parental knowledge to take care of their children.
