On November 11, 1620, forty-one English colonists signed the Mayflower Compact. The compact created by William Bradford was the first documents outlining government rule in New England.This contract was important because it consisted of laws and orders for both civil and government to follow upon. In 1630, Arbella passengers left New England with a new vision. Leader John Winthrop preached his sermon to thousands of Puritan leaving Massachusetts Bay that year. He stated: “We shall be a city upon a hill, the eyes of all people are upon us”. The passengers on the Arbella ship were encouraged to lead by example for the rest of the world in rightfully living. Although the Mayflower Compact and the Arbella Covenant shares major similarities in their Christian religion and politics; both subjects have differences in legal authority.
One of the main reasons to establish the Mayflower Compact was governing laws for and by the people. The Compact created the idea of a social contract . A social contract is authorized to follow the compact's rules and regulations for the sake of order and survival. “Civil Body Politic” purpose was to set equal law for the pilgrims and the stranger on the Mayflower ship.

The Puritan’s community in New England would set an example of common charity, affection, and unity to the world. And if the Puritans failed to uphold their covenant of God, they shall be made a story or a model through the world of God's judgment.
