Comparison Of 2010 And 2015 National Security Strategy

The tone in the 2010 and 2015 National Security Strategy (NSS) is very different. The 2010 NSS shifts the US out of the leadership role. It puts the US in the roles of partner, member of a coalition, but not necessarily the leader. In the 2015 NSS there is more of a “we will lead” tone. The reason I think the 2010 document and the 2015 one emphasize two different roles for the US is because the state of the world was very different in 2015. In 2010, the US was reducing the number of troops it had deployed and it seemed like conflicts around the world were slowing down. By 2015 the Arab Spring had taken place, Syria was deep into a civil war, Russia had invaded the Ukraine, China was building islands in the South China Sea and ISIS had emerged.
