In today's society the police and other law enforcement agencies that are employed to protect and serve the people of the United States are constantly under fire for their lack of training as well as lack of empathy towards the general public. The media today only seem to care about ratings and public servants doing the opposite of their job description. However the reasons behind their behavior is never rationalized through the most obvious scope. Yes officers in law enforcement encounter different type of people, situations and neighborhoods. These variables are not all the same, however they are similar in outcome. The purpose of this paper is to provide an explanation of why the police behave the way they do. Discretion is a very general term to explain the reason behind an incident claimed by a law enforcement or public service employee. When it comes down to the behavior of police studies show that police that are normally assigned to high crime neighborhoods (red zones) are more likely to look the other way when certain crimes occur. When these crimes occurs in red zones it is not unusual for police to be cynical because criminal activity is the norm (Philips & Sobol, 2011). Also red zones are known as anti-police, because even though the police are there to help some residents believe it is just best for the police to mind their own business. However when police do report to a call the use of unnecessary force is often said to be used, because the police that see criminal acts as the norms see that the suspects deserve the punishment that is being brought; therefore because of the neighborhood the use of force is less likely to be reported by colleagues (Philips & Sobol, 2011). Response times also varies from neighborhood to neighborhood. In red zones the response time is usually high because the workload
