The third panel covered the topic of supervising sex offenders and special populations. Throughout the panel speakers who worked in this field talked about their research over the years and how things are slowly changing. In 1997, there was 15,000 plus sex offenders being supervised and 400 sex offenders however, October 23, 2017 they have reported 15,629 being supervised and 8,930 sex offenders. They also covered different tests they use called polygraphs, there are three different types of tests. Instant Offence tests tell them the offenders verifying condition, maintenance tests help verify if the offender has had contact with a minor, and sexual history gives them access to the offender’s sexual history. Social Media is a hunting ground for sex offenders something I was not surprised about however, the different styles sex offenders have used over the years caught my eye. A method mentioned by the speaker was that the offender would make multiple accounts and go into a chat room and try to stalk the victim. The multiple accounts would make one of the accounts look like a good guy and lure the victim into the trap. Packingham v. North Carolina identifies the internet as a risk. Which led into sex offenders with mental disabilities, some offenders don’t know what they are doing and are not only a threat to the victim but themselves. Some development disabilities include autism spectrum disorder, cerebral palsy, and intellectual disability. The factors to why sex offenders commit the crimes they do is based on risk assessment instruments, like sexual preference for pre-pubertal sexual partners or sexual preference for cues of pain/fear.
