The HIPAA security rule is series of papers which provides guidance upon medicare and Medicaid Services based on the rule titled “Security Standards for the Protection of Electronic Protected Health Information,” found at 45 CFR Part 160 and Part 164, Subparts A and C, commonly known as the Security Rule. This rule was adopted to implement supplies of the Health Insurance Portability and Accountability Act of 1996. This security series contains seven topics each is related to the HIPAA security rule. Implementing this safeguards lead to good business practices for technology and the associated technical policies within the covered entities. So it is a must for the security rule to obey with the technical safeguards and some other implementations and specifications. A covered entity can be able to use any security measure that allows them reasonably and appropriately.

Access Control:
As per the security rule access control is defined in § 164.304 as “the ability or the means necessary to read, write, modify, or communicate data/information or otherwise use any system resource”. The access control provide right and advantage to perform functions and provide access to information systems, applications, programs, or
