The Resident Officer Program of Elgin otherwise known as (ROPE) begins in May 1991. Its motivation is to enhance the essence of life for the resident of Elgin, IL. the neighborhood in hoping to deter the crime by assisting neighborhood in making an arrest of a criminal. A pilot planned was put in place by assigning three officers in a high-crime area. Because of the success of the pilot plan, there was a decision to add eight more officers in 1977 to another high crime area. The initiative plan was to improve the relationship between the police and the community. The effort of the program gave the community a sense of well-being and their voices were heard whether than ignore, therefore it created a safe environment. Elgin Law Enforcement …show more content…

Statistic states that in 2016 a 3% decrease in crime drop, it was the lowest in 44 years. In violence crime such as Robbery, there was a decrease of 3%, in which encounter because of unsecured doors. However, we must be aware that resources are only effective when people utilize them (City of Elgin, 2017)
The Resident Officer Program Elgin, closed after three years, due to the decrease in crime. During President Clinton's Administration in 1997, the Office Next Door (OND) was executed. They decided to offer 2,000 law enforcement an opportunity to invest in real estates by giving them 50 percent discount to purchase foreclosed homes in 500 low-income neighborhood nationwide. In order to qualified law enforcement will have to live in the property for three years. This program is now under the umbrella of Good Neighbor Next Door program.
