Answer: The National level refers to the Federal level, the 3 branches of the U.S. government. Bush was the kind of president who committed troops abroad no matter where and for disastrous, unpopular amounts of time. He didn't have much public support in committing troops to Iraq. However, Obama ran on a platform of reigning in commitment abroad. This led to troops leaving Afghanistan and Iraq. The other major thing about Obama's foreign policy is that he is working to negotiate with countries like Iran over nuclear programs, where Bush would have not and didn't. The other major shift is the role of drones. The usage of drones in hunting terrorist groups mean that Obama needs less boots on the ground and can do more remote warfare.
