The difference between zero tolerance and harm minimisation is really easy to understand and are self-explanatory. Zero-tolerance means that you are not allowed to have it at all. And if you are caught with something that is under zero-tolerance such as illicit drugs, you will find yourself receiving fines and even prison time, this idea is the safer option of the two as it means that people who decide to do the wrong thing, will be receiving fines and prison time.
