Substance abuse not only have emotional impact the abuser, but it also affects the family unit. There are 7.3 million children living with a family member who is dependent on some illicit substance (Rockville, National survey on drug use and health:Summary of national of national findings, 2013). Substance abuse and the effects on the family is a problem that impacts society on multiple levels. In helping families with the issue of substance abuse, there became a need for policies, theoretical frameworks, and interventions. These policies became the reason for the development of Child Protection Sevices(CPS). CPS is a government agency that understands the issue while attempts to help families that are dealing with substances.

Each culture has a different interpretation of what it believes a family to be. No matter what the culture, society has a unique outlook of a family and, in some case when those outlooks are not met, is entitled to intervene. The change in civilization itself have put additional stresses on the families and can make operating and meeting society beliefs of a secure unit even more challenging. Besides the stress that society puts on family, other factors play a part in the family break down (Crosson-Tower, 2010). Families that live with substance abuse have an added stressor that constantly interrupted their daily lives. The entire family becomes immersed by the problem and gradually spiral out of control (National Council on Alcoholism and Drug Dependence, 2015) Many families are affected by substance abuse. Recognizing substance abuse and meeting the compound needs of the families with substance can be a perplexing. The goal of FBSS is the process of helping to avoid the need for removal of children from their home environment. FBSS also make it possible for the children to return home by strengthening the capability of families by decreasing the threat of danger in the home environment. FBSS helps families by providing home-based services to help them sustain a constant and safe home environment. By reducing the danger, it reduces the future mistreatment of the child. If a child is removed from their home and placed in need of temporary placement, FBSS make available to them through Parental Child Safety Placement (PCSP) (Texas Department of Family and Protective Service,
