Background Information The foster care system is meant to be a temporary place for children to go when they are either waiting for a new home to be adopted into or they are waiting to be returned to their original family. Yet many that go into the system never leave. They are switched from family to family because they have behavioral issues that nobody can seem to handle (Octoman, McLean & Sleep, 2014). Because of abuse the foster care has millions of children in the foster care system. When the child is moved from his former situation this abuse does not end (Woods, Farineau, McWey, 2013).
