In May 1940 President Roosevelt moved the US Pacific Fleet from California to Pearl Harbor. In July of the same year the US Congress passes the Naval Expansion Act which promised to triple the fleet size by 1944(Doc C). This gives evidence that the US did not stop at a simple embargo on aircraft. It demonstrates that the US was keeping a close watch on Japanese affairs so that they could be ready to attack if they needed to. The Japanese were aware of the actions being taken by the US.

There wasn’t any single definite event that caused the attack on Pearl Harbor, but rather a list of situations, events, and mentalities. In Japanese schools, students were taught that they stemmed from the Yamato race, which they deemed to be superior. They saw America and Europe as nations who’ve ruled for a long time and were falling apart, and off their pedestal:“an old order… is now crumbling. ”(Document A) This was their chance for their superiority to “...extend[ed] so as to embrace the whole world.”

The fact the American president reiterates the point that the attack was a surprise, emphasizes the argument that Japan was definitely acting as the aggressor.
Pearl Harbor When considering knowledge on Pearl Harbor previous to the occurrence, there is substantial indication to justify that the US government clearly knew Japan intended to attack at some point. Despite the awareness of their potential threat, it would've been nearly impossible to have known the time and date it would take place, being one reason a multitude of people conceived this as a surprise attack. Contrary to this belief, FDR was well warned and cognizant of what was expected in response to his counteractions against the Japanese, being influenced by McCollum's eight point plan. One of the US Government's top experts on Japan was Lieutenant Commander Arthur McCollum.

His request was approved and thus they declared war the following day of the attack.
Andrew Johnson is one of the many presidents we have had over the years but is only one of 3 that have been impeached. While he believed it was his job to keep the legislator under control, he violated the Tenure of Office Act, and he violated the Army Appropriations Act, and on top of everything else, Johnson vetoed over twenty bills that the Legislator tried to pass. This angered the Legislature which gave them many reasons to try and remove him from office. Andrew Johnson was impeached for these reasons and more that may be unlisted, and even though he stayed in office, the Legislature continued to try and remove him.
However, many historians have conducted research and proved that Franklin Roosevelt and the government had insight about the attack days before it took place, though they did nothing to defend for the attack, nor warn the commanders at Pearl Harbor (Perloff). To make the attack seem like an aggressive attack toward America, Roosevelt said to the American people, “I have said this before, but I shall say it again and again and again: Your boys are not going to be sent into any foreign wars” (Perloff). By saying this, Roosevelt made the nation seem totally surprised that the Japanese would bomb them. This was all the government needed to fire the nation up for war with the destruction of “18 naval vessels sunk or heavily damaged, 188 planes destroyed, and over 2,000 men killed” (Perloff). James Perloff, author at New American, also states, “Before the bombing of Pearl Harbor, 88-percent of Americans were against joining the war in Europe, but after the war only 23-percent were against it.”
Japan’s attack on Pearl Harbor is by far one of America’s most remembered events in history. On December 7, 1941, the Japanese dropped bombs on the American base at Pearl Harbor, Hawaii. This attack is what persuaded President Franklin Roosevelt to join World War 2 and fight on two fronts. Japan attacked Pearl Harbor for many reasons. They attacked because they believed they would create a New World Order, they felt threatened by America and because of the oil embargo.
