Grammar is a demonstration of a language at a time. The grammar of a language is the way that language is structured, how the words are arranged with each other to form a meaningful sentence. Usually there is no strict rule to use grammar in a sentence. It is just the mind that differentiates between the wrong and right grammar and that what all matters. The early rules of grammar were different then we have today. As far as Universal Grammar is concerned, Roger Bacon was the first person to introduce it. Later, it was credited to Noam Chomsky due to his work on Universal Grammar in 1960. It is also known as 'mental grammar ' due to its relation with the mind. Linguists call first language, L1 and second language as L2. It is a crucial portion of the linguistic research. It is usually difficult to explain the 'culture ' of Universal Grammar, which makes it difficult to implement it in second language learning research. But there is a framework which offers a fair definition of Universal Grammar and that is Optimality Theory, in which phonological constraints are proposed to be universal. The learner of the second language attain the same principles of Universal Grammar to learn the second language. The exact same principles help the learner to assume the linguistic competence of language. If the learner is found doing a mistake, it is not random, rather shows a rule-governed behavior. The linguistic behavior of the non-native people will be definitely different from the native speaker of the time but it will still be an acceptable point However, the knowledge of a language consists of some principles and parameters which shows that there are some lists of rules and regulations that are implemented by every human being. It is a process that is a blend of role of outer observations and innate ability. Everything that is developed does not necessarily learns a process. A bulb grows into a proper flower and cell grows to make an organ. Neither the bulb nor the organ was told a way to transform and develop into an individual. The growth and its essentials are not learned but it is a natural trigger that makes it happen. But that does not mean that the performance is totally relying on the competence. Human always needs to listen to the outer environment to learn the parameter of using Verb, Subject and Object in his speaking. The more a person listens to the outer environment, the more he corrects himself in using parts of speech. It is said that Universal grammar wants to blame the nature of language representation, the nature of language learning and the nature of language use. Since 1970s, the increasing and fast development of SLA have converted linguists mind over UG in SLA. After the research, it was observed that there are number of similarities in morphemes of languages along with the interrogative and negative sentence formation as well in first language and SLA. The L2 Learners still find a lot of difficulties which are not found while using their native language. The reason is that L1 learning is unconscious while the L2 learning is conscious.
