This New College Compact will ensures that students can attend a 4-year public college without taking loans for tuition, and attend to community college tuition-free. It will push states to re-invest and schools to reduce costs and raise graduation rates, and rewards innovation that makes a real difference in student outcomes. She believes that no parent, student, or family shall have to borrow to pay for tuition for public colleges. Everyone student who has a loan should be able to finance it with a lower rate. Hillary
