On 1814 the Congress of Vienna was created to make new borders for Europe. The main goal was to create a balance of power to keep a preservation of peace. At the congress, there was The Austrian emperor Francis I (formerly Holy Roman Emperor Francis II) who was the host, while Fürst von Metternich was the chief Austrian negotiator. There was Czar Alexander I of Russia, and the Russian delegation which included Count Nesselrode, Count Capo d'Istria, and Carlo Andreo Pozzo di Borgo.
