On 1814 the Congress of Vienna was created to make new borders for Europe. The main goal was to create a balance of power to keep a preservation of peace. At the congress, there was The Austrian emperor Francis I (formerly Holy Roman Emperor Francis II) who was the host, while Fürst von Metternich was the chief Austrian negotiator. There was Czar Alexander I of Russia, and the Russian delegation which included Count Nesselrode, Count Capo d'Istria, and Carlo Andreo Pozzo di Borgo. There was also Viscount Castlereagh and, for a time, the Duke of Wellington who represented Great Britain. As well King Frederick William III of Prussia and the Prussian diplomats were Karl August von Hardenberg, Wilhelm von Humboldt, and Karl vom und zum Stein,
