In times of empires, one of the most important and difficult things for a major power to do was to build a strong government that could hold authority over the people. A strong government must please the people and keep the empire running smoothly. One example of an empire that did this was the Roman Empire. When the empire was still a republic, they were able to build one of the most successful governments, which made them a successful Empire and civilization as a whole. During the rule of the Roman Republic, most governmental power was given to the Senate, however, the people often needed one true leader. “In times of military emergency, when unity of command was sometimes necessary, Rome appointed a dictator” Since the people of the Roman Republic wanted a sole leader to completely unify them in times of hardship, it would only make sense to have a single ruler at all times to keep the Roman people from dividing. The government of Rome already knew how to shift from the power being in the hands of a sole leader because the government was made so it could be controlled by one person, so even though this was a major change, the government was already built to be able to handle it.
