In the year 1815 the Congress of Vienna was created, where Clemens von Metternich and the conservatives wanted to restore and support the political and social order that had existed before the rule of Napoleon by making an agreement called the Concert of Europe. But, liberals and nationalists challenged the conservatives. Their ideas were inspired by enlightenment ideas which caused ideas of liberalism and nationalism and revolts started to break out in places like Serbia, Greece, France, Poland, Belgium, Italy and the German States. The liberal revolutions of 1830 and 1848 were not successful. By not successful one means that he/she could not achieve their goals for that short period of time. Another example is the Italian revolution, which started in the year 1848 and was not successful as they could not meet their goals which were to form a constitutional government and also remove the Austrians from their country. Another example is the Polish revolution which started in the year 1830. This again was not successful as they failed to become an independent country. The German Revolution started in the year 1848 where students of universities demanded a unification of the 39 German states and a reduction of taxes and censorship.
