On 11/07/2017, the agent received a Law Enforcement Contact form indicating offender Joe A. Slugger was at the K&D Tap on 11/06/2017 having unauthorized contact with Sandra Williams. It was stated in the LEC form that Joe Slugger was drinking alcohol and will be referred for the charge of felony Substantial Battery by Badger Police Department after he was witnessed to hit Sandra Williams with his open right hand to Sandra William’s left side of her face and then grab Sandra Williams by the back of her head and slamming her head onto the bar counter where she was seated. Sandra Williams was observed having a visible red mark on her face and a laceration on her forehead that later required eight stitches. On 11/08/2017, the agent received a police report from Badger Police Department Officer Konkol (Case number 1-98-00456723) stating Officer Konkol and Officer Sandner were dispatched to the K&D Tap (223 W. main Street, Badger WI) where they made contact with Joe Slugger. Joe Slugger was arrested by Badger Police after Joe Slugger made statements to the officers stating that the incident was “accidental”, that he knew Sandra Williams was bleeding and the had no intention of hurting her. Nancy Gibson is a friend of the victim Sandra Jones, Nancy Gibson told this agent that she and Sandra Jones arrived at the K&D Tap on 11/06/2017 “around 6:00pm since our dart league games begin at 6:30pm”. Ms. Gibson said she was sitting at the bar with Sandra Jones when she noticed Joe Slugger come in the bar “just before 10pm”. Nancy Jones went on to say that she witnessed Joe Slugger slap Sandra Jones’ face, “then a second or two later, he slammed her head on the bar”.
