He lives is well known to the saw mill. He is able to begin working immediately. He lives within walking distance of the mil and could presumably report to work regularly with ease. Troy has a criminal history that indicated issues with integrity that can impact job performance. While OSHA does not required a forklift operator to have a valid driver’s license, there is concern with Troy reporting to work under the influence and impacting the safety of himself and others while operating equipment. Troy cannot operate a bulldozer with a suspended license therefore he is not qualified for the
