The educational system of Ukraine consists of many universities, vocational schools, technical vocational schools, colleges and various institutes. The government follows a policy of not interfering in private educational matters. The educational laws and democratic state policies have given a certain autonomy to higher educational institutions to carry out their activities independently. Ukrainians in particular have a penchant for and are great at mathematics. According to The Global Competitiveness Report Ukraine ranked 46th in terms higher education.

ANALYSIS

The salaries for a software developer/ engineer is $35105, for a IT project manager it is $41,446, for a Systems Analyst it is $24,328, for a software engineer it is $26,716 and for an IT manager it is $49,318. Although labor cost is higher in Brazil, it is a desirable destination for low-cost near shore/offshore services. Cities like Sao Paulo, Rio de Janeiro, and Brasilia have been ranked as some of the most expensive places to live in. These costs add to the cost of doing business and cost of living for workers in Brazil. However, the cost of living in Tier 1 and Tier 2 cities have a stark difference of 50% with respect to salaries, facilities and telecom facilities. Due to a good availability of resources and educational system, the Tier 2 cities are of great interests. Yet another problem with respect to Brazilian employment system is that there are high taxes, and thus IT skills and service providers may not be favorable.
