Mr. Beard is a 43-year-old, never married, African American male from Shelby County. He carries a diagnosis of Schizoaffective, Bipolar Type, with a lengthy history of inpatient psychiatric treatment. In 2006, Mr. Beard was convicted and sentenced for a charge of Attempted Aggravated Rape, with a lifetime participation requirement in the Sex Offender Registry Program and Community Supervision for Life. Mr. Beard was admitted to WMHI March of 2014 as an emergency admission, and was discharged November 2015 with MOT to be provided by Generations. Due to Mr. Beard’s continued physical and verbal aggression, and sexually inappropriate behavior, he was then transferred to Campbell Lodge, which is Generations highest level of care. Beard to be admitted to MBMHI on June 23, 2016 as an emergency admission. On July 13, 2016, MBMHI discharged Mr. Beard to Green Care Group Homes located in Nashville, TN. On July 15, 2016, Mr. Beard left his group home without permission, therefore violating his MOT, Sex Offender Registry, and Community Supervision requirements ordered by Shelby County Criminal Court. On October 14, 2016, Mr. Beard was located was arrested in Nashville for sex offender with no ID. He was admitted to MTMHI as an emergency admission from November 22 to November 24, 2016 and discharged back to Davidson County jail. He was then transferred back to Shelby County to satisfy the new charges and at this time, Generations terminated his MOT plan. Mr. Beard was evaluated pursuant to T.C.A. §33-7-301(a) at MMHI from April 5, 2017 to April 11, 2017 and deemed not competent with a recommendation for treatment and training at the Forensic Services Program. He was admitted to FSP on May 24, 2017 pursuant to T.C.A. §33-7-301(b). Shelby County dropped the charges on July 11, 2017 and issued a Judicial Right of Review. Beard presented as friendly and cooperative during the interview. He greeted the interviewers with a smile and a handshake. He appeared slightly older than his stated age and he was well groomed. He was oriented to person and time although when asked where he was currently located he stated the Soviet Union. His intelligence appeared average based on his use of vocabulary and general fund of knowledge. Eye contact was appropriate and he was able to maintain concentration throughout the interview. Mood was described as “I feel good”, and affect was appropriate. Mr. Beard’s thought process was coherent, logical, and goal directed. He denied auditory hallucination, visual hallucination, and delusions. He was without odd mannerisms and tics. Mr. Beard stated that he does have a mental illness and expressed that although his medication makes him sleepy at times, he remains compliant with the regimen. Mr. Beard expressed that he would like to be transferred to MMHI to be close to his family and that he would like to participate in warehouse work when released back to the community. He also expressed a desire to register and be compliant with all sex offender registry requirements to avoid this type of situation in the future.
