Schools today are overflowing with children who are struggling to read. They are falling behind due to the lack of reading and comprehension skills necessary to be successful. The Nation’s Assessment of Education Progress (NAEP) annually measures the reading skills of school age children and reports the findings. The findings of this study, often called the Nation’s Report Card, shows that the United States ranks well behind other industrialized countries in the world. Based on the achievement standards set by the National Assessing Governing Board within the United States, research shows that American students are not reaching adequate levels of reading proficiency. Their work is known as the cornerstone of the federal literacy policy (Shanahan, 2017). This panel was put in place to help to improve children’s reading achievement. So how did they do this? They gathered data and completed research focusing on many components of reading. This helped to determine the best way to help them improve on previous skills already taught. The NAEP stated that too many children cannot even read well enough to complete their schoolwork and it is doubtful that they will succeed economically, socially, and civically within society as adults (Shanahan, 2017). Their research in 1999-2000 revealed the status of efforts and practices and how they are succeeding or failing (Shanahan, 2017). The research panel’s original findings and additional data gathered over the last 17 years are used to guide teachers in instruction that will be most be beneficial to the students in school today. This unbiased panel only used research that can be proven reliable and valid over numerous research studies and anecdotal records.
