Netflix Defies the Canadian Radio-television Telecommunication Commission
In 1999, the Canadian Radio-television Telecommunication Committee (CRTC) determined that they did not need to regulate the Internet. In recent years, Internet Protocol Television (IPTV) companies have become exceedingly popular and the CRTC has been trying to get its hands on Netflix. The CRTC believes that they will meet the consumer’s needs and wants through the provision of Canadian and domestic content using Netflix. The CRTC insists that IPTV companies show follow the Broadcasting Act, however IPTV companies such as Netflix argues that they should not have to follow it. According to the novel “IPTV and Internet Video”, there are four types of IP Video: Internet Protocol Television, Internet Protocol Video on Demand, Internet TV, and Internet video. In the article “Internet Protocol Television (IPTV)”, the authors believe that the IP networks will further dominate video service delivery. As it continues to grow, new media communications services would continue to arise along with it. The market for IPTV and Internet video will become viral, because IP networks are able to reach thousands of households in developed countries allowing video service providers to use these networks to deliver video services without having others build their own network, it can simplify the task of launching new video services, the cost of IP networking continues to decline, IP networks can be found in every country in the world and IP is a applicable with many other applications, such as data transactions, file sharing and web surfing. But first, we have to understand that IPTV services are classified into five main groups: commercial-grade multicasting TV, video on demand (VOD), voice over IP, triple play and web/email access. Not only does it enables another platform where consumers can view more Canadian content it also removes the competition for advertisement and it creates new jobs. However I agree with Netflix and their concern of having their private corporate information exposed, but I believe that they should have confidence in the CRTC’s ability to keep information confidential. I believe that Netflix should not be under the regulations of the Canadian content requirements because the CRTC does not mandate video streaming services. If the CRTC does not mandate video streaming services, then Netflix should not feel obliged to cooperate. With other big internet video services such as YouTube and Google, I find it hard to believe that the CRTC will be able to convince these companies to oblige to their rules as they are trying to do so with Netflix. Despite the benefits of including IPTV companies in Canadian content regulations, I believe that IPTV companies like Netflix are not required to follow the Broadcasting Act as internet regulation is not part of the
