The Islamic State of Iraq and Al-Sham (ISIS) is a well organized and highly trained extremist group that continues to instill both influence and terror throughout the Middle East.and abroad The United States and its allies success varies in their attempts to push back ISIS and its territories. ISIS continues to successfully build upon their successes throughout the Middle East and abroad by showcasing propaganda videos of their attacks and publicizing their achievements such as mass executions and abductions. ISIS is the number one global threat that is causing the most instability in the Middle East and does not show signs of decreasing their influence or momentum. The use of Data Collection Programs is vital if intelligence intends to gather more specific information on leadership and other time sensitive information. The Islamic State is using cell phones, computers and other electronic devices, with sophisticated encryptions, to communicate with other cells around the region and most interestingly, around the world. The National Security Agency (NSA) has come under heavy scrutiny in recent years for their over-stepping and usage of surveillance. This intrusion of sorts is explained as harmless collection of average Americans for the sake of National Security. Though it is not limited to solely American airwaves however, it is widely associated with Americans directly as it affects their privacy. While many view this act as an invasion of privacy, others argue this is a precaution implemented to prevent another terror attack on American soil and abroad. According to former NSA Chief and CIA Director Michael Hayden, “the intelligence capacities and constant fluctuations of regulations have tied the abilities of both the NSA and Intelligence communities from expanding its reach in inflicting damage toward ISIS” (Song, 2015, para.1). NSA has the ability to gather real-time information that can be useful in disrupting ISIS activities. The restrictions on its implementation continue to become more strenuous. NSA has Signals Intelligence (SIGINT), Electronics Intelligence (ELINT), and Technical Intelligence (TECHINT) and other intelligence capabilities dedicated gather intelligence on ISIS on a much grander scale. Unfortunately, the constant constraints on NSA’s collection platforms have limited the agencies employment of much needed intelligence resources in many of these volatile areas.
