The purpose of this paper is to examine if their are any possible changes that could be made to the U.S Intelligence Community. One argument for change is that the budget for the intelligence community is too high and should be cut back. While there are many ways in which this could happen, there are also many issues that could arise if this is done. This paper will examine the pros and cons of cutting back on the Intelligence community budget.
One of the possible changes that could be made to the US Intelligence Community is its budget. Due to the secrecy of the intelligence agencies, the ability to oversee and understand how intelligence dollars are spent is limited( fas). Almost sixty-eight percent of the budget is given to the Central Intelligence Agency, the National Security Agency, and the National Reconnaissance Office. Since 2004 the National Geospatial-Intelligence Program’s budget has grown over 100 percent and is expected to grow ( black ). Most of the budget goes into data collection which is estimated around twenty-five billion dollars and about fourteen billion dollars managing the facilities.
One way to cut down on intelligence spending is by outsourcing our intelligence. The United States uses contractors and private sectors to collect intel already. The United States could outsource intel using the Five Eyes. The Five Eyes was an alliance between the five major english speaking countries, the United States, Canada, Great Britain, New Zealand, and Australia. This alliance was for the arrangement of sharing intelligence ( ). The United States would rely on Russian intelligence from Canada, Europe intelligence from Great Britain, and Pacific intelligence from New Zealand and Australia. Relying on the Five Eyes would help cut back on spending as the United States
