Public education in South Carolina was evoked at the end of the U.S Civil War which was in 1865. In order to readmit into the United States, the former Confederacy had to reform their legal systems which were forced by the federal reconstruction. Hence, there were several important events that lead to the establishing a public-school system in the American South and one of them was the election of African Americans as politicians.
During the reconstruction, African Americans who were elected as representatives were Joseph Hayne Rainey and Robert Smalls. They were the ones who took the first step in executing the progressive legislation during the state constitution in 1868. This constitution contains a lot of details regarding ground-breaking amendments and the most vital detail was the provision for all children in states, white and black to get free public education. Later on, during 1865, Avery Normal Institute was the first secondary private school in Charleston which was made for African Americans and it was initially organized by American Missionary Association. Like any other normal institution, tuition fees were a requirement to be in The Avery Normal Institute and at the beginning, the institution emphasized on training the professionals and the leaders of the priority group in African American community by applying classical education syllabus.
