Therefore, the Philippine Constitution of 1987 mandated to providing free education which resulted in the increase of enrollment in the public elementary and secondary schools. However, qualified public school teachers are hindered to perform at their best because of the lack of instructional materials, inadequate facilities and lack of training for professional growth.
