As I began doing my research on the Jaycee Dugard case I was immediately pulled in because I cannot imagine what it would be like to live in captivity for almost two decades. On her way to school in 1991 this innocent little girl was kidnapped by monsters and robbed of her childhood. She found the strength within her soul to survive. During her time as a prisoner she was repeatedly raped by Phillip Garrido and his wife did nothing to stop it. Jaycee eventually gave birth to two children who were fathered by this captor. She had to go through the agony of giving childbirth on his compound with no doctor’s present. It was not until 2009 when Garrido visited his parole officer with his wife, Jaycee and her two children when his crime was discovered. This would also mean that he would receive minimal supervision. Under the California Department of Corrections, a person who is placed on parole is supposed to have a home visit. This home visit did not occur until a year after he was under the supervision of the parole office. During the entire time that he was on parole he was shockingly only routinely supervised for a year. I believe that if he had been classified as a high risk offender he would have been more closely monitored and perhaps would not have kidnapped Jaycee. The parole department should also be required to investigate who if anyone is in the convict’s family and where they live. They should also be required to do searches of the offender’s home to check for any signs of a crime being committed. I understand that in this case his victim was confined to a hidden compound behind the residence. Perhaps if they had been able to get a layout of the offender’s property they would have been alerted that something was amiss with the
